And now, legislation is introduced in West Virginia.  But the proposed law is a strange one; it's fine to grow it as long as it's not "knowingly" for human consumption.

That's the same as many states. It's legal to grow as a house decoration, or a for landscaping, but as long as it's not in huge bushes; or the person hasn't been caught eating/smoking/harvesting the plant .

It's unfortunatly, because once a law is passed locally, its even harder to get 'removed' rather than a federal one.
